Try the usb stick on another PC to confirm that it works. Re-create the installation media if you have done so. Check on the RAM, remove, clean and reseat.

Are you running original MS install media or media that you created your self via Rufus or some other software? Are you installing it on brand new hardware or are you installing it on second hand equipment?

I don't recall your original message mentioning any issues around Windows Apps. Regardless, as the apps load some startup\operating info into the RAM, should the RAM not be fully\100% in perfect condition the software would not have all the info to properly run the windows apps.

Another area to focus on could be the RAM. Try removing it or swapping it out. I doubt it is the Windows USB install media.
