Did you install the graphics card yourself? There are multiple slots where the GPU goes in, one of them is faster than the other. I had mine in the slow one so it wasn't clocking correctly. I switched it into the other spot and now I'm getting proper frames -

Yo dude I just fixed mine. Did you install this yourself? I put my 2070 super into the wrong PCIE slot that had half of the speed as the other. I swapped it and now its working properly. With settings all at high i'm getting about 90+ in warzone and 120 in multiplayer. -

OP, look at your CPU/GPU utilization, my CPU is 46% during Warzone and my GPU is about 15. This cant be right. -

I've tried everything, even reinstalled windows but it just hovers around 60 even though it should be so much higher -
