From what I have read in the past the order of the components (except for Res->Pump) matters little in temps(1-2C) and is more about what you are trying to cool vs Rad area.
1. Under $150 would probably be the Swiftech H220-X in my opinion
2. Under $100 would be the H100i (pretty close and sales happen)

Yeah if you don't have an unlocked CPU and plan on overclocking there is no reason to spend so much on an aftermarket cooler, the H100i would be overkill, unless you actually meant the i5-4690k.
I agree, a RAM speed change of that amount would do next to nothing and in general RAM speed has little to do with improving framerate with discrete GPUs.
So first off we need a budget. Also using a tool like pcpartpicker.com will help you price your build and find parts. Off the top of my head the GTX 760 is no longer best bang for buck in that range, the R9 280X is pretty close and preforms nearly on par with a GTX 770

I would suggest the Swiftech H220-X or H240-X if you can get them in your country, better performance and can be expanded later. The PSU is overkill even if you sli the 980s, a good ~850 watt is enough for that.
I tend to prefer the G3258 over the Athlon since you could upgrade to an i5 or i7 later on
