Rust isn't a massively demanding game. I Ann guessing you are playing at 1080p on the TV, which for rust is fairly standard in my experience with the game. Your 1070 is perfectly fine as far as I can tell.

I'd take a look at Microcenter for an "open box" Corsair 450D. They run about $60 if you have access to either their online store or retail store and it sounds like it may fit your needs.
