Update: this does seem to be a hardware fault I did the dell thorough BIOS diagnostics, and it found no issue but in the logs I found 7 logs with the error "LED CPU FLASH-ON-ON" which according to the replies of this post is a CPU error...

I have not tried this yet as I'm a little busy with uni work at the moment and need the install that I have on it, but my main concern isn't with how the computer runs after it's possible to get to the bios. The main concern is the laptop not even being able to get to the BIOS and boot looping...
