So, as title says it, recently I've noticed that my CPU clock (on all cores) is going crazy and jumps from 800MHz to 4400 MHz in just 1 and 1.5 seconds doing so back and forth, and that's without any program loading or idling on background, it's just windows services. I don't what is causing...

So the title says it. I really can't decide which is more stable and more reliable for a long run. I'd like to avoid Bottlenecking and excessive workload put on both CPU and GPU and kinda even it out between them. I've watched a ton of benchmarks on different sites and on Youtube, but the data...
