Can you post a crash log? I suspect it may be the gpu, although it could be anything including the hard drive RAM or PSU with that information.

Aren't the static bags conductive? I can't imagine that using them to breadboard an energized motherboard is a good idea...

Could be AHCI settings in BIOS are on/off. Try changing to IDE or AHCI in BIOS to see if you can start up.

I would say the possibility of frying the CPU and RAM is minimal. Please do a little research to make sure you have the correct pinout for that bios rom chip, you can easily damage the ROM by performing this procedure incorrectly. Also this will not 100% fix the problem but may buy you some time...
