UPDATE FIXED I FIXED IT AFTER NEARLY 2 MONTHS OMG I have windows version 1709 (issue is on 1803 too) and in that version there is a bug with "windows control flow guard" that DESTROYS performance in a few games including GTA V. The solution for me was to disable wcfg completely. You can...
