Thanks for all of the suggestions everyone I was able to figure out the issue, all I had to do was disable the option for "gaming mode" in bios even though that was the setting that was supposed to auto enable SMT and CCD it did the opposite :)

I have yet to roll back the Bios to an earlier version but i did "reset all options to default" task manager/cpu-z/ryzen master/amd adrenaline/cinebench all show 8 cores 8 threads

I want to note in bios there is no enable on the smt in bios there is just disable and auto i believe
