A cpu comes with a stock heatsink but you might want to consider an aftermarket heatsink since they perform bettr than the oem that comes with the cpu. Cooler master evo 212 is a good one or under 30$

Then 8gb is sufficient. If you dont do like video editing and those type of things more than 8gb is useless. Maybe later on games will use more than 8gb but for now you can stick to 8.

Were you planning on using more than 16gb of ram on that computer? And you probably wont see a big diff between speeds of ram. If it says it supports A8 and A10 then you should be okay.
