No switch to option when i right click onit in the control panel

So iv reinstalled gta5 and witcher 3. Everything works fine when playing both for about 30mins to and hour. Then it will freeze for 1 sec then it will crash and i can see steam but the games music is still playing and its still running but cant see the the actual game? Have to ctrl+alt+delete to...

My cpu is i7 4790k and my gpu is a sapphire tri-x r9 290x....should i evrn worry abouy upgrading? Only got ddr3 ram so will get ddr4 but other then that?

Will my ASUS H97 plus bottleneck a gtx 1080 or gtx 1070? Just wondering if i should upgrade my motherboard first or not?
