I'm looking for a USB3 internal PCI card, not PCIe. Anyone know where i can find a cheap one? in EU/Ebay

I got a second HDD 3.5" for music/video and it vibrating so bad I had to unscrew it and put it on some cloth inside the case, even then I can hear/feel it. What I want is for that drive to be in "sleep mode" when not used, but it keep starting stopping every 2-3 minutes, and I don't understand...
