I ended up fixing the issue by flashing my BIOS with the old card in and then switching to the new card, I still appreciate the help though.

I also made an error in the initial post this is a 4060ti vents 3x I apologize

I just tried this and still no connection to HDMI or DP but the computer still boots (GPU fans spin, white motherboard light) until I pressed the power after 10 minutes or so.

That would be in BIOS or just in cmd for Windows

The 590 rx still works and I can use it to change stuff around as needed in BIOS using that.
