Hope this helps someone else but this solution works perfectly. Download Asus gpu tweak and there is a button that says always run 3d clocks and this just locks the gpu clock at it's max speed.

Turned the fans to 100 percent and temps were under 70 degrees. No luck with the gpu clock though. Still jumps around like crazy.

It's not the temps. It runs with the clocks all the way up in Valley benchmark at 80 degrees with no throttling. I just want to know if I can lock the clock speed.
