I did say in the original post that I user MSI Afterburner to apply the OC. As soon as i got back into windows i cleared the saved OC and returned to defaults. So the OC is no longer applied. Still happens.

Hardware issue made sense at the time with the PSU, as with my old PSU when the display shut off there was a splutter from the internals. Like the power had been dropped and then reconnected. Now it just does it silently.
