Yes it is modular (EVGA 850) I had a a Corsair 750 modular that I switched because I went sli and I just wanted some buffer room. Now I may have used cables from that psu.

GTA V is a pretty harsh game to run. what resolution are you running at? if its 1080 that's about right in line with the FPS you should be seeing depending on the settings. H1 I am not too sure about. try messing with the settings to see what beats up on the GPU more.

I believe that CSGO is not CPU driven. so looking at CPU speeds and usage wouldn't help. you have to look at GPU. Is Vsync turned on? if so that is what would limit you.

did you delete the old drivers from the previous card?

135 is well within good range. Sounds like you have another issue are you overclocking at all CPU or GPU?
