If the processor or GPU get too hot they'll downclock and go slower literally so that it won't ruin the computer. I'd recommend changing it.

That sounds like you need to change your thermal paste. I've had this happen before. The cpu will upclock and downclock to go along with the game. Except if the cpu gets too hot then it either won't upclock or it'll actually downclock to keep itself cool sacrificing the performance of your game.

Yes, It can go bad. I've had that happen before recently. Good spread (I spread it out myself before putting the cooler back on) After noticing the temps and taking the cooler off it looked the same as when I put it on. But after replacing it the temps dropped and it was fine again.

I'd definitely send the card back to newegg. If you call their customer service they are very nice about returns. If possible I'd also reccomend getting the non msi version of the card. MSI's product quality has been steadily deteriorating and it's a real shame.

I'd definitely opt for more ram on that. You might not quite need a 1050 ti for what you're doing. (Maybe a 1030 if you're tight on money). 4gb of ram doesn't really cut it for gta5 and cs:go would likely encounter situational stutter (Little drops right when you get into a gunfight).
