Would neighborhood congestion cause drop packets tho? Wouldn't that just affect the speed and me not losing actual connection?

Yep, it only happens starting around 8pm at night, going all the way up to 11pm on bad nights. Is it possible that it can be the modem itself if it's only happening at certain times?
