Is it possible to take a hard drive with windows 10 retail edition on it, and move it into a new system without reinstalling windows?

This issue seems to only occur when the ram is set to 1600MHz (can't set it to 1866 so I don't know what happens there). When the ram is set to 1333MHz (the non-XMP option) the issue goes away and clock speed varies normally.

No, my CPU is not overclocked. CPU-Z shows a multiplier of 8-39 but the clock speed never dips below 3.9GHz and the voltage never goes below 1.15v even in safe mode.

Given the info above do you still think that something was disabled in the BIOS? And if so what would have been changed?
