    Can this run Fortnite?

    I had a build a little bit inferior to this one, and it ran Fortnite just fine, so I'd say you're good to go. I'd watch that SSD though, 96GB will fill up faster than you might think.

    Periodic Extended Freezes In-Game

    This used to happen a lot to me with Minecraft, and it's usually independent from your computer's ability or what you're doing in game. Reinstalling the driver worked for me, so I'd say you're right on that one.

    For your purposes and your setup I'd go for the Gaming Plus, and keep in mind that the two are very similar. And I wouldn't say overclocking is necessary. I don't feel confident answering your other questions, but I would recommend an SSD for how cheap and powerful they are in general.
