Is this connection wireless or hardwired?
Is this going through a router?
What are your speeds hardwired directly to your modem.
Do you have other computer in the home, and if so are they having this issue too?
You should be able to unplug your modem for a year and plug it back in and not have any issues. If Cox is seeing "red" they are probably referring to your signal levels which most likely due to a line issue rather than a modem issue.
Have you had any issues before now?
Also go into the network and sharing center and then manage wireless networks and find your SSID and remove it from the list and try re connecting to it as a brand new connection.
