reinstallation was the wrong wording I used there. I actually resetted my windows installation. And I don't think the OS is corrupted, considering this was the same windows I had when elden ring and every other game ran normal on this same gpu

So I have been using this 1660super for a year now. But recently my games performance started acting up. I used msi afterburner to check and to my surprise the gpu was at 99-100% utilization and the power usage was around 80watts, which is surprising considering a 1660super operates at 125watts...
