More than likely it is shorting out... causing the PSU to shut down to protect itself. Since you have tried multiple ports(they can't all be broken), it must be the Webcam thats the problem. You could try replacing the cable on the webcam

Well I was running and still am.... even slower stuff than you, although I have a QX9650 CPU. I upgraded my GPU first and saw a huge improvement when gaming, since a lot of games make use of the GPU most of the the time. So I would say get a good GPU first and then upgrade the rest later ;)

I'd go with the i5, just because of the better motherboard, GPU and RAM...... Build quality is very important, especially with similar performing machines
