Definitely the 6600K. The FX 9590 is hit with a barrage of problems ranging from- hot, unstable, inefficient, and is also a nightmare if you don't pay for top-end equipment. Unstable 9590s are a common thread subject around here. You could wait for AMD's Zen, but if you need a new chip ASAP...

I would go with the given Cryorig H7- although the Cooler Master 212 Evo is perfectly fine too. I personally have found the Cryorig's M9i is *sometimes* capable of outperforming my older CM 212 EVO even when overclocking (i5 6600k). It's up to your personal preference, budget, and case...
