Is your CPU cooler on all the way? You might have bumped it when you put your PSU in.

I was actually able to find out this by putting Ubuntu onto a flash drive and booting it off of the flash drive. I selected try Ubuntu and was able to modify data on the Data Hard Drive. Here is a picture of it. Thank you to all that tried to help.

I usually play with V-Sync on except on Cs:go and Tf2. I have a EVGA GTX 970 so I suffer from Coil Whine if the frame rate gets too high. V-Sync seems to stop that along with screen tearing so I keep it on for everything else.
