I troubleshooted everything I possibly could. The fact that the problem is not present in safe mode and present in normal is driving me crazy, and I am not being able to figure out what it exactly is that causes safe mode to work completely fine..

tried everything, the problem still persists in clean boot. The only time the problem is not there is during safe mode boot. I checked everything, ran a memtest and everything came out fine.

the bios has been updated to the latest one. the cpu frequency stay stable from what I have seen from stress tests. And windows is completely fine with no corruption after running dism commands.
