short and straight i've seen majority of intel 500 gen motherboards comes with pci express 4.0, does it works on core i3 10100f and rx 470 onto the motherboard? none of them support pci express 4.0 does h510 over previous gen h410 has any improvement at all?

what do you guys think? should i cramp some money for TUF GAMING Z490-PLUS or save money for cheap H510???? both motherboards supports 10th & 11th Edit: my current plan to upgrade from i7 870 to core i3 10100f. and so do i3 processor doesn't need much of power delivery, unless it burn my house...
