I wouldn't risk it, especially with a Chinese looking PSU like that - You could get a Corsair PSU for a little more and not have to worry about warranty etc

For the price of that PSU you could be getting a Corsair TX750M which if I was you I'd go for! I've got a TX650M myself and its Corsair so great RMA service with warranty and very quiet.
If I was in your situation I would either sell everything and start from fresh, or upgrade the CPU, Mobo and ram first since everything else looks good! My first card was a Windforce 970 funny enough- Its good enough to keep your PC functioning for some time but it would definitely need...
A 3070 is great and all but with your cpu and ram you're certainly leaving performance on the table so to speak- Zen2 loves high frequency memory so I'd suggest something like Ryzen 3600/5600 with at least 3000Mhz, but this all comes down to what you can and cant afford.
All my specs below were running off an EVGA 500W White PSU for 2 weeks so no doubt but as already stated its best to go with a reputable brand.
At the end of the day is it worth a potential £500 loss over a £20PSU ? I don't think so- Go with Corsair or Seasonic, honestly you'll never look...
Hey dude see you have already got adequate info from other users but I would like to say I used a 500W EVGA White for my specs below for about 2 weeks, never had a problem and even with overclocks.

I'd suggest a TX650/750! I have similar specs to you besides the CPU and everything runs perfectly with everything overclocked and its very very quiet.
I have 3070 with a TX650M Gold currently, you cant go wrong with Corsair or Seasonic as long as they are gold.
I'd suggest looking at a Corsair TX750M or a Seasonic GM750, both similar matched with different prices.
Honestly 650W will be enough for a 3080 no doubt but depending on the price...

I have tested my CPU and i am getting 6C-10C lower on Cyberpunk which I am very happy with and this is before putting a 2nd fan on the cooler so what you suggested definitely helped.

I have gone ahead and switched to Ryzen Balanced and re-enabled AMD Cool N quiet.
The reason I had a custom plan was due to seeing a tutorial online claiming to lower temps which I have linked below.
