For the price of that PSU you could be getting a Corsair TX750M which if I was you I'd go for! I've got a TX650M myself and its Corsair so great RMA service with warranty and very quiet.

A 3070 is great and all but with your cpu and ram you're certainly leaving performance on the table so to speak- Zen2 loves high frequency memory so I'd suggest something like Ryzen 3600/5600 with at least 3000Mhz, but this all comes down to what you can and cant afford.

I'd suggest a TX650/750! I have similar specs to you besides the CPU and everything runs perfectly with everything overclocked and its very very quiet.

I have 3070 with a TX650M Gold currently, you cant go wrong with Corsair or Seasonic as long as they are gold. I'd suggest looking at a Corsair TX750M or a Seasonic GM750, both similar matched with different prices. Honestly 650W will be enough for a 3080 no doubt but depending on the price...

Great choice! I personally wanted that one before going with a TX650M. I have paid the price for ignorance before getting a bad PSU so its never a waste of money for a good quality PSU!
