im using a b450 mortar max and i bought it a month ago and before getting the new windows i had no problems

i also changed my power plan from ultimate to balanced and my speed changed from 3.6 to 3.7

i used cinebench and all cores are at 3. 6ghz. core performance boost and pbo is on in bios
