So i have tried it bare bones on a different PSU and it did the exact same thing again. What should be my next step? Should i just accept the MoBo is dead and try and get a new one? Any help would be greatly appreciated!

Ok, so i have just removed the mobo from the case, removed the waterblock, checked the cpu and pins for damage. Then fitted the cooler and ram only with cpu and tried to startup outside of the case. and i am still getting the exact same error 95 before the board reboots then enters a bootloop...
