    CPU is an LGA 1151 All the pins for the power supply are connected, however the power supply I bought came with the 24 pin and 2 of the 8 pin, but I'm not sure if that makes a difference. I've tried switching the different 8 pin cables with no change.

    I tried to short the pins with a couple different screwdrivers with no luck. Would that be more of a motherboard issue then?
