IMO winzip has a nice UI. 7Zip IMO is the most "powerful". I don't know why but I've always disliked WinRAR, I used to have trouble opening their rar containers.

Well that sucks. It might be possible to install a custom cooler for the VRM's/RAM/GPU clock which may or may not help with artifacts (might not even work as well though). IMO - just run it until it dies (no OC).

Why not send steam customer service an email? I believe they always have some kind of deal going on...so check it daily. Sometimes they have deals only for certain time periods - say for just the weekend, or a single day. Heck some games you can play for free (like a trial) for the weekend...

Buying a custom PC? Sounds expensive, you might as well buy a UPS as well. Protect your equipment. They run anywhere from 100-200$ for a decent one that will give you about 15 minutes of run time.
