What cpu are you using? If it has integrated graphics, you can uninstall the graphics card drivers and it will default to using the processor to supply graphics. Then you can download and install new drivers and they will . I'm assuming you've already tried reinstalling the graphics card itself...

So long as your psu is from a reputable brand, it should be fine for even moderate overclocks on the card. Anything beyond that would require at least 850w. Your cpu, however, will bottleneck it regardless. You should upgrade that to at least an 8350 and overclock it.

I recommend selling your 7850 for maybe $80 USD (more or less) as well as your cpu for about $10 (though the profits are so small, you might not even want to bother selling it). Since cpu improvements have been minimal for a few generations, you're better off upgrading to an i5 or i7 on lga 1156...

If you have a graphics card, which your tags seem to indicate, you could try reinstalling it. If that doesn't work, plug the monitor into the motherboard if it has on-board video output. Does the computer seem to power on (fans start spinning?).

After searching for a couple of minutes, one reoccurring string I'm seeing is XFWHV Vostro 270. That could be it. It certainly isn't marketed for builds at all, since they expect you to have one by buying the prebuilt.
