An update, now the GPU seems to crash and then reboot with an error down in the bottom right saying it crashed and recovered.

Update, downgraded to windows 7 for unrelated purposes. GPU seems to operate fine, but now the issue also happens when scrolling down webpages. Both the scrolling and the crackles appear, and the scrolling goes really slowly.

So we know that the 1070 is the issue. Do what above said.

sounds like you could have fried something during the installation if the onboard graphics arent working either Have you tried taking the card out and then trying to run on the onboard?
