    Another update I installed Process Explorer and there is a process called Interrupts under the system heading that bounces between 1% and 15% CPU usage. Not entirely sure how related it is but after starting a download for 3dmark11 to try and use it see how the system reacted the interrupts...

    The highest process is svchost.exe (netsvcs) at a consistent 15-20% of cpu usage, other than that it fluctuates with whatever is putting on the load.
