Hey,
I'm looking for an upgrade of up to $550 total cost.
The components I need to upgrade are:
Cpu
Motherboard
Ram
Gpu
Psu
Go wild, I will be using this to play resource intensive games (Battlefield, Skyrim, Heavily modded minecraft, etc.)
My computer has a pentium 4 3.2 ghz that has hyperthreading, 2 gb ram, and a radeon 9600 pro. Can i run win 7 on it speedily? I don't about aero if i have to turn it off for optimal quality.
What you are about to see is the most extreme, and overdone build ever created.

Get the 4GB. The extra ram will be needed to process the extra monitors you have. Do the SLI, because you will not be able to push 60+ fps on ultra settings from one 760 on 3 monitors. If you can afford it, I reccomend a 770 4gb instead if you aren't going to sli.
Perhaps a faulty socket on the graphics card? Do you have another 760 on hand to check on his pc? Also what resolution are you using and what is the I7 number, like i7 3770k etc.
