FYI this definitely relates in some situations to things other than PSU. I'm running 9900k @5.1GHz on Asus Maximus XI Hero with 2 RTX 2080Ti's NVLink with each at +143 MHz core / +700 MHz memory. Have passed benchmarks stress tests but I get random restarts when playing over my home theater...
