i would only doing light gaming like league of legends, and wouldnt it be better to get both a new cpu and gpu rather than just a gpu?

i was planning to get a 730 but i saw this gt 720 http://www.ebay.ca/itm/PNY-GeForce-GT-720-RGMGT72WE2F1EA1KTP-1GB-DDR3-Low-Profile-Video-Card/17 for half the price of the 730 so i was planning to get that gpu and a new cpu, would that gpu still work even if its DDR3?

my motherboard has a 4 pin and a 3 pin fan slot, i was wondering is the sp120 a 3 pin fan.
