I tried with only the ssd connected and used a usb to flash the bios. Unfortunately still no dice.

I've tried that. I installed windows onto an addlink s68 nvme that I put into my laptop the other day and it works just fine. I'd originally tried to use that one in my tower and had the exact same issues.
