I don't think that anyone can give you the settings. Because all CPUs are different. Even if we have almost same rig, I can't tell you the settings. You have to find it yourself. It also can be happen that you and type friend has same rig, you OCed to 4.8 and your friend not even reach to 4.2...

Your CPU is good enough to Handle GTX 970. I dont think that your CPU is bottlenecking your GPU. Resolution doesnt matters a lot. The graphics settings matters. So try in lowering some settings and check the FPS. Also this is happening with BF4, try another game also like COD Advanced warfare...
