Will a card that has a PCI 1 slot for a PCI riser work in a PCI-16 slot on the mother board

It is plugged into the purple slot before i turn the computer on. I cannot get into the BIOS as its a brand new computer set-up. the only thing the screen shows is telling me to press the del key or some other buttons to do post start up stuff.
