I am experiencing these same symptoms with dual socket xeon 2630v3. I should have 32 threads but sometimes I see 1,2,3,4,5,6,7,8,9,10,12, and 20 threads.
we certainly could do with affordable itx boards with 4 sodimms, i don't see there really being enough room for 4 full sized dimms unless extreme measures are taken as was the case with the x299e-itx/ac and even that was using 4xSODIMM
rear mounted ram and m.2 could be a great way to gain more...
i guess i probably wont be upgrading this generation then. im looking forward to getting a lategen am4 itx ALL series with the 64MB rom and the 4x32GB sodimms and pairing it with the cheapest many core am4 chip i can find on facebook/ebay.
massive roms would allow for all chips to be supported...

Not all of my ram is visible at post, nor in task manager; dxdiag sees all of the ram.
Two machines have exhibited this phenomenon, a 945gcm-s2l with windows 7 32bit, 2x2GB. post and taskmanager show 3GB yet dxdiag is displaying 4GB. blue is an ep31-ds3l with windows 10 64bit...
just get an older card then, somethign that doesn't support the latest version of directx.
you'll get higher performance, bigger powerbill, bigger card, cheaper price. and the games that won't run well simply can't run at all.
