I have yet to get a crash, it's been quite varied when it chooses to do so. Under load it seems to be hitting a low of 11.7V though that isn't too terrible. Will have to wait for a crash to hit before I can tell.

Edit: I've recently discovered that many that share my issues have had motherboard capacitor issues. The symptoms are very similar to what I'm experiencing. The drop in GPU performance could be damaged CPU by whatever also damaged mobo (could be faulty PSU, maybe now both PSU and mobo)?
