    Memory controller is in the CPU for all CPUs. for very long time now. Some like AMD Ryzen have dedicated Chiplet for I/O including RAM.MB may limit RAM frequency because of wrong architecture an BIOS may not have proper settings so you might have to set all/most parameters manually...

    I would suspect PSU too. Although 450W should be enough, not all PSUs are created equal, some may not actually produce half the rated power. Have you tried without Rx 580 ?

    That windows "repair" from main menu never worked right, your best bet is to reinstall Windows on cleaned up disk. Before that, make sure BIOS is set to UEFI mode and TPM enabled. Grab W11 from MS site using Media Creation Tool to make new bootable USB memory stick...

    If so inclined, you could tweak PBO. Enabling it, it would just set defaults as BIOS developer and MB manufacturers deemed right with maximums set according to AMD recommendations, PBO enables many more options for tweaking settings.
