WOW! Fixed!! So today I plugged up the left monitor with VGA (left the other using HDMI), set the monitors to power off in 1 minute in Vista, BAM. They BOTH turned off like they were supposed to. That is a first on this system using these monitors. Hope that helps some folks out there! EDIT...
