Did you check your temperature of the system , I guess your CPU or the GPU is causing this. Because of high temps stutter and lag occurs often.

What is your GPU ? Maybe it might be throttling because of the display itself. Try installing new graphic drivers and if it didn't fix the issue , I suggest to adjust your PC resolution to a lower scale.

Did you experience any sort of a heating issue, like the CPU fan being very loud or smt else if so plz reply. Although you removing the RAM didn't fix the problem , I guess your motherboard is roast. : (

I think your problem should be with the processor or the GPU bro. when your drivers can't run a program correctly windows will automatically execute the current program because it thinks it's harmful.
