Are you on Windows 7 Home Premium? That's limited to 16GB. Pro is at 192GB. Windows 8/10's cheapest versions are limited to 128GB. Win8/10 Pro are at 512GB. If not, you might want to individually test each RAM stick.

I definitely recommend removing the CPU cooler, cleaning off the old thermal paste, applying a nice new thin layer (don't add too much, or you will add space between cooler and cpu, causing less heat transfer). I see you're getting some from Walmart. Good stuff. It also does look like the GPU...
