I feel like your looking at expensive solutions to something that can be really cheap. I run a $35 Silverstone AR01, and it keeps my 4.5ghz 4670k under 70C.
Why would he spend $60+ on a cooler made mostly for people to highly overclock.
Don't spend more than $30 or so.
Really there are a decent amount of marks where the 290 beats the 780, if they were the same price I would still give the 290 a slight edge, so definitely go that way.
73C isn't bad, the reference version under normal gaming hits 95C so you shouldn't have to worry about the card.
I wouldn't spend that much on a motherboard I have an MSI Z87-GD65, you can pick it up for $159.

those temps aren't terrible, your cpu isn't in horrible danger however I would most likely recommend replacing it as those coolers they come with aren't so great, you can get a decent one for around $30 look at like a cooler master hyper 212 evo
There's a good chance the games autodetected different setting before. You might be running on high textures and anti aliasing or something now which would lower your fps a decent bit. It could also be different drivers, try going to nvidias site and download new drivers.
If you go over to graphics card tab on the top of GPU-z it will tell you what your gpu and memory clocks are set to max at. Your 4670k reaches 3.8 turbo so that looks normal. Now what I would do is put those in your second monitor and play a game with fps displaying (try fraps if you don't have...
Between the 270 and 270x it's not a huge difference, if it were like $20 i would go with a 270x but any more than that and I wouldn't pay the difference.
Theres nothing wrong with that over the reference card, it will keep it cooler that's for sure. The only problem ive seen with those cards is the possibility of a fan going out.
Depends on how you want to go, for new, a 270x would probably be your best bet, of if you are willing to go used, I snagged a 280x on ebay for $175 recently. It was used but honestly who cares unless the person like overlocked the hell out of it maybe.
