Well well well. RMA'd the RX 580 and replaced it with a GTX 1060. Coil whine is now gone but the low gpu usage, fps lag and stutter still continues... Ill do a clean install of Windows again, and if that doesn't work, then i guess the PSU is getting RMAd too

I probably should have noticed this earlier, but I didn't. The motherboards "GPU LED" remains red when I boot into windows, could that be the issue? what does that indicate?

And also, during benchmarking the CPU usage is constantly 100% (as expected) which means it should be drawing lots of power from the PSU, but no whine to be heard. Maybe because of ryzens low TDP, but also maybe because it's not even the PSU, idk I'm just guessing at this point I'm so confused.
