    Are you sure the power switch is working? Trace the wires from the power switch to the JFP1 outlet of your motherboard. Check your manual for what pin numbers connect to the switch and then short those two.

    Or, if you don't want to take the plunge, install Ubuntu on a CD and select Try Ubuntu at the installation screen. This will start Ubuntu without installing it, and if the mouse&keyboard work good here, you need to install Windows again

    If it seems to be a virus and you think its a virus, then its probably a virus. I second supasieu's post, and if that doesn't work, you may need to reinstall Windows
